Beginner to using Tomcat for Java web start

Hello Friends
I am at beginner level to use tomcat server on windows 98. Actually I want to run Java Webstart.
On my machine , i installed tomcat 3.3 & SEt all the variables like CATALINA_HOME JAVA_HOME etc.
But i dont know how to configure tomcat for running JNLP ( java network launching program) by Java webstart. Also I want tomake my own directory but not subdirectory in Webapps dir.......
Plz if ne one knows the solution , provide me ASAP.
