beginner how to use layers?

Duh! college grad and cannot decipher paint shop pro 9 manual. Layers - I want to start with something 'simple'. I have a pic of me in a bike race. I did made a copy of the pic, put in a blur to shown motion radiating from me and my bike. I want myself and my bike to be untouched from the blur. How do I do this using layers. Maybe if I can at least figure this out I can go on from this point with less trouble. Please help anyone!!
 
You don't need layers for that.

From the top of my head...
Open the photo, duplicate it (always avoid editing the original) and create a selection around the areas that you don't want to chage. Invert the selection and apply a Motion Blur.
