BEFSX41 VPN Firewall Rules

Does anyone know of a way to set a filter up in this unit that will block everything except for what you allow to be open? I have tried setting up a deny all and then setting up individual allow and this does not work.

The deny all should go last in the filter list if it works like standard access lists do.
