BEFSR41: Cann't Connect to Router 1

I was having trouble with my BEFSR41 v2 - I tired to set it up so that it was a gatweay rather than a router. And it wouldnt connect and computers to the LAN I'm on. So I set it back to a router and using DHCP and even thought it was set that way the only way for the computers to be usable on the internet/networked was to have them using a static ip.

My setup:
College LAN connected to WAN port on BEFSR41 and 3 computers connected to it.
1 XP Pro Desktop (all tests run from this machine)
1 Win98se Laptop
1 XP Pro Laptop

The BEFSR41 powers on, and shows activity from the WAN port, and lights indicating connection from the XP Pro Laptop. The 98 machine sees nothing, and the XP Pro Desktop shows network unplugged.
I've tried holding the reset button for 30 seconds to reset it, with power on and off without any result. I cant reach 192.168.1.1 (times out). This is for both a static IP being set (192.168.1.200) or using DHCP on the machine.

I am able to use the college LAN when directly connected to the wall plug so I know thats not the issue...
 
First, unplug the WAN connection to the College LAN.
Second, set your desktop PC to a static IP of 192.168.1.2
Third, hold down the reset button on the router for at least thirty seconds. Wait until the red diag light comes on, all lights flash, and the red diag light goes off. Now unplug power to the router for thirty seconds.
Fourth, use IE to access http:\192.168.1.1
Fifth, set the router to obtain an IP automaticly. Set the LAN IP address for the router to 10.0.0.1, enable DHCP, and set the router to Gateway mode.
Sixth, set your PC to obtain an IP automaticly.
Seventh, reconnect everything, and reboot.

one question thought, why set the LAN IP to 10.0.0.1?? Seems fine at 192.168.1.1
 
btw it seems I was not resetting the router for a long enough time period, I hadnt waited 30 seconds while on and I didnt wait anywhere near that when unplugging it.
