BE loses administrator service login

We're having a problem getting BE to automatically start all the service on reboot.
With the help of Veritas we have trackes it down to the administrator login losing the saved password for the services.
In the services the passwords are filled in, if I retype the password and restart the services they work, but on next reboot they do not.

Veritas claims BE does not make any changes that would be causing these problems. Or we have problems with policies or with AD, we dont use AD for anything but user authentication and limited login scripts.
BE is running on Win2000 server SP4.
 
Sounds like the services are not being saved properly on the reboot.
don't think this has anything to do with AD.

Veritas' claims that they don't make any changes is correct - there is nothing in the software that can make the services change the password on the fly.
