This is driving us nuts! No one has the answer - do you? $50 to the person who provides the solution.

3.7 with all appropriate patches served by a PRI. All inbound/outbound calls have echo for first ten seconds. Carrier has adjusted circuit gain and we've bypassed the internal CSU with an external unit.

There is no VOIP at work here, all 7316's and 7208's on the desktop.

Its Telco of coarse! They need to change everything on there end from the cards down to the cable pairs that come into the building.
 
I am dealing with the same issue. Latest patches. Telco has changed card in CO. I have run a T-Byrd on the PRI and it runs clean. I am getting a lot of "310" errors on the BCM400. Not sure what to do next.
 
I have a solution for you......It is called an echo canceller and will cost about $9000 for the cheapest version from Tellabs. Repost if you want more info about the model number, etc. I spent 2 months and about 200 hours between techs, PMs, CO personnel, engineers, customer, etc. before I said to hell with it and bought an echo canceller. In my case, I had a VOIP solution and got Nortel to pay for it. The most compelling evidence was that their old phone system sounded fine with the same PRI. I don't know if that is the case in your scenario.

Like teekow said it sounds like an echo canceller, had the same problem but I fought and fought for the carrier to replace/remove. I say replace/remove because in my instance, my site was located in KY, one bad canceller was in Atlanta, and one that had to be removed was in TN.
The circuit will test clean, even if you peg up all channels and do a stress test it will show good. If your carrier refuses to take that as an option look for another one, and advise them of that fact. I was lucky in that I supported a 3000 person call center with dialers for a credit card company, a big customer going away is a big motivator.
