BE 7.5 for Netware, running remotely. Can't run BESTART without error 1

Error: Unable to create queue.External references to this account or queue have not synchronized in the allotted time.<br><br>Error came up after a power failure of server (did it corrupt a file?) and subsequent reboot of Novell 4.11 server. Then tried to launch BE with BESTART command.
