BCMs with existing IP Trunks - not able to add additional routing

I have two existing BCMs with IP Trunks. We will call them Site A which has a BCM450-Rls6.0 and Site B which is a BCM400-Rls4.0.
Currently, the customer is able to dial the 3-digit Extension numbers from Site A to reach Site B and vice versa.
Site A is Extension numbers 500-550 and Site B is Extension numbers 400-450
The customer has added new Extensions at Site B (Extension 600-650) and Site A is not able to reach the new Extension numbers.
In Site A (BCM450) customer is using routing to reach site B and vice versa.
So, In Site B I have built the Target Lines to receive the PRIVOLI 6xx for each user and set Target Line to ring only. This is identical to the existing programming for 5xx.
In Site A I have built an identical destination code, 6 and told it to use the existing Route that 4xx uses.
When the users at Site A dial 4xx they get a fast busy.
Am I missing something? I can already dial three digit between sites and just want to add new users at Site B.
Site B programming should be the Target Lines to receive the PRIVOLI and then program those Target Lines on the respective Phones.
Site A should be as simple as telling the system to route the 3-digit calls using the existing IP Trunks to Site B?
Note: When I watch the BCM Monitor, it does show that the user at Site A accesses the IP Trunk for a brief moment but then the line drops and user receives fast busy.
Anyone have any thoughts?

There are existing IP Trunks already in use. These existing IP Trunks are Route 5 for both Sites A and B and all users at each site already have access to the IP Trunks and have been using them for a couple of years.
The customer just recently added new telephones at Site B (BCM400). The users at Site A (BCM450) are unable to call the new extensions BUT they can call the existing extension just fine.
The Access Code for the IP Trunk Route is: 74 and Absorb All.
Then the system re-inserts the 4 + the last two digits and sends the call.
I setup a new Route (6) with a new Access Code (76) and Absorb All.
Route 6 uses the same IP Trunks (BLOCI) and re-inserts the 6 + the last two digits and sends the call BUT the user get a fast busy.
Yes, I did set-up Target Lines with the 3-digits for PRIVOLI.
Something is denying the users at Site A from calling the new 3-digit extension numbers at Site B BUT all other 3-digit dialing across the IP Trunks work fine.
Is there some other area other then the Routing and Target Lines that need to be programmed or that I may have overlooked?

Do you have MCDN, the private field in target lines is only active with MCDN enabled. Try building a target line with the ext# in public received.

I entered the 3-digit extension in the public and private of the Target Line but when the user tries to dial the get a fast busy.
While using the BCM Monitor I can see the IP Trunk go off-hook for a split-second and then release the call.
Hmmmmm??? Any thoughts on this?

I'm talking about the IP routing table under Resource>IP Trunks, not the regular routing or target lines. In there you should see routes based on the numbers you dial and the ip address that those calls should be routed to. If you don't have that set up correctly, the monitor will show exactly what you describe.

ALso make sure in the routing table you set it to absorb none rather than the default all.

?I have reviewed the IP routing table under Resource>IP Trunks, and there is one route with the number 4 and the ip address of Site B.
I think this is where the problem lies. I have tried to program a new IP Route with the number 6 however, I am never prompted for BCM whereas the current route that is built and active is set for BCM.

Why would the system allow me to create a new IP Trunk Route BUT not let accept the entry as no BCM option is present?

Just use the same route as the digit 4. Modify the field where the 4 is just by adding a space and the digit 6 if you're sending the calls to the same place.
