BCM50 with PRI - Restricting outbound Pooling

I have a customer with a BCM50 and PRI. Is there anyway that I can restrict a portion of the outbound access - similar to Line Pools?

The PRI is fractional; in that we are only using 9 channels for incoming and outgoing. Inbound we can direct the TELCO Provider to allow only a certain number of calls per LDN pointed to the pipe.

Outbound I want to restrict(3) users to only 3 calls and then receive a busy

Is this possible?

If you are using routes they would have to use an intercom key and dial an access code. outgoing calls would be limited to the number of IC keys they have.
