BCM50 to BCM50 VoIP trunks voicemail Question

New Install
2 BCM50s - both 3.0, joined via IP trunks across point to point T1 - voice only, no data.
Site A has a PRI for all incoming/outgoing traffic for both sites.
Everything is working right now, 4 digit dialing both ways, local calls, long distance, etc.
Each site is using its own local voicemail.

QUESTION: The only thing I am having problems with is site A dialing the site B voicemail DN - it gives me a busy. The users at site A want to be able to leave distribution messages for the users at site B so I would like them to be able to log into a voicemail at site B and send out their message.
The DN for voicemail is 3399, the sets are all 3300-3315, so numbering shouldn't be an issue.

Any ideas what my problem could be?
 
Did you create a target line with rec'd digits 3399 and assign to the CP pilot DN? Works just like a set....
