BCM50 to BCM50 SIP - 4 digit good - outgoing not so much... 1

I have 2 BCM50s - First BCM50 is Rls 3 and the second is Rls 5.

I have 4 SIP trunks in both - 4 digit dialing works perfectly.

I would like the Rls 5 BCM50 to use the PRI trunks at the Rls 3 BCM50 for all outgoing calls.

When I make an outgoing call it leaves the BCM on the SIP trunk and hits the SIP trunk on the other side and then immediately disconnects.

Do I need anything else in the keycode area to make this happen?

Remote packages on the lines is one thing ,and a route to access the destination digit for the pool.
