After re-installing RCC and all the pain of getting IIS etc. ready on a Windows 7 machine I still ended up with only 1 out of 3 skillsets appearing under "Skillset Assignment". I figured the data pull just needed to finish so I gave it a few days. Upon revisiting I could still only see the one skillset but finally realized: I NEEDED TO LOG IN AS THE ADMIN USER! I had made another user with admin privileges but because only the 1 skillset had been available at the time that's all I had access to.
