BCM50 Public Number problem

Hey guys and thanks in advance.

I have a BCM50 that gives me a system error message when I call the line. Ex. Your call cannot be completed at this time.

Here is what I did so far.
- Setup VMail box 320 to pickup ext 320 (works fine)
- Setup Vmail box 320 Express Messaging Line to 220 and checked "Fax Only"
- Opened BCM Element Mgr and went to Telephony -> Lines -> Target Lines.
- Went to Line 220 and configured the following
--- Control set = 395 (CallPilot)
--- Prime Set = 395 (CallPilot)
--- LineType = Public
--- Pub. Rec = 3993
--- Pri. Rec =
--- Distinct Ring = None
--- Aux Ring = No
--- Dist Ring in Use = None
--- If Busy = Prime
--- VM Center = 1

I dunno if I'm missing a step but I thought I was setting this up correctly. When I call the DID it says your call cannot be completed at this time. When I assign that target line to a phone it goes through fine. I checked the BCM monitor and it seems like when the target line is assigned to the express messaging, it doesn't show up.

I'm kinda stuck and any help or input will be very much appreciated. THANKS!
