BCM50 No Dial Tone 1

I have a BCM50 Rel 3.0 and two IP 1140e sets located at a remote location. The internet provider is a cable provider. The IT deparment of another company has installed a VPN between sites, using Fortinet routers (I believe 50B routers). These sets work properly at the location where the BCM50 is located. But at the remote location where they are to be located, there is no dial tone. I can call between the 2 sets at the remote site, but cannot make or receive any calls from the BCM site or any outside calls. The voice path is being blocked. I told the IT person to open ports 7000, 28000 to 28255, 51000 to 51200, 5060, 5200, and 5201 on the routers without any success.
Any ideas what to tell the IT person to program on the routers.

Any help would be appriciated
 
You'll need the following ports open:
7000
28000-28511
51000-51063
and you may need 5989

Trunk ports
H323
1718/1719/1720

Sip
5060
 
I will tell the IT person to check that these ports are open. Hopefully this solves the problem
