BCM50 Lines ring busy

I have a BCM50 6.0 that occasionally the incoming lines will ring busy until someone presses the line buttons on a phone and gets dial tone. There are 3 lines on the system and I'm told all 3 do this. I had an 1140 minor alarm stating 4.3960:power Vcc Failed and the problem resolution told me Verify the external power is per operational limits... I replaced the external power supply hoping this was the problem. It has run for over a week now but after the scheduled reboot last night this morning the problem was back. I didn't see the power alarm though, no alarms since reboot.

Ideas? Is there a Telco problem? I wouldn't think so on all the lines.

Need more details since we cant see what you do.
First off you should be calling in a vendor for your system so they can check the lines with their test set, measure voltage or test trunks via/borrow ATA port, and make sure the system has the latest patches to resolve bugs.

Do the lines show dark arrows lit up when callers get a busy?
If they are not lit up do callers get a busy?
If calling line 1 and busy do you just press line 1 to resolve issue and then call back it works?
or do you need to press each line?
Is it trunks on the BCM main cabinet or the expansion cabinet?

After changing the power supply it ran ok until the monthly reboot on 12/1 and then the outside lines rang busy the next day until the users pressed each line button and got dial tone. I have another BCM50 on the shelf that I'm going to install. I'm thinking the problem is on the BCM mother board??
 
Maybe default programming via Restore (drop down Factory Default) then Restore from a backup once that is complete....might clear a glitch.
Make sure patches are up to date, see our FAQ's for list.

It almost sounds like carrier issue but a few tests with a test set (and voltage meter) might assist with any decision.

Maybe test with a spare analog port back into trunk port too.
