BCM50 Can't answer incoming calls and can't place external calls.

We've recently installed a new BCM50. We have several digital sets, an ip phone, and a softphone. Currently, we only have one line on the system. When a call comes in each phone rings but none of the phones can answer the call. If you pickup to answer the call it pauses for a second and then it appears like the phone just disconnects but the line will keep on ringing. The line is also in a line pool and when you press 8 to access this line pool you do not get the dial tone. I can press a button to access that line directly and I still have no dial tone but yet phone calls can still ring in. The BCM monitor shows the incoming call and it shows that you access the line to place an outgoing call. I'm really clueless as to how to resolve this issue.
 
It sounds like the physical line that is connected to the system for the phone line has the tip side open, possibly in the cable connction. Move the line to another port so it rings to say, trunk 062 instead of 061 and see if you can answer. also make sure your amphenol connector is tight against the module.

If it's an analogue line have you tried testing it the demarc point first.
It may be a telco line issue.

So test the line first to see if you can get dial tone and make calls out.
