BCM50/BCM200 Call Redirect to PSTN Fails

We are using Converged Voice Services from Time Warner. The OLI information goes out fine when making a call. Attempts to forward calls offsite fail due to an anti-spoofing mechanism they are using. The say in order for this feature to work the customer will need to send a redirecting number that contains a valid customer number in the ISDN setup message. Customer's equipment must comply with Telcordia and ITU-T specifications for Call Forwarding defined in GR-1310 (Call Deflection for PRI), GR-853 (ISDN Call Forwarding), SR-4994 (ISDN PRI Customer Premesis Equipment Guidelines), and Q.953 (Call Diversion). My phone vendor says the BCM50/200 does not support the ability to modify the ISDN setup message. I have no reason to doubt him, but am looking for a second opion.

 
Convereged Voice Services is this IP? I had this problem from a company call Speak Easy and it was IP converted to PRI and the calls would not forward. The customer switched to a true voice PRI and calls would forward.
 
I don't think so. The question is does the BCM product line support IE 74 redirect messages. There appears to be no place that one can modify the ISDN setup string to include a valid customer phone number. The problem occurs because when a call is forwarded off premise the BCM passes the original caller ID and the call is rejected as this number is not one we own. If the BCM platform can't do it that's fine.
