BCM50 911 help

We just installed a BCM50 system and I need some help. When dialing 911 it comes up with "If you would like to make a call", but if I dial 9+911 it goes through fine. How can I configure it to where both 911 & 9+911 works? I will need step by step help with this, because I am new to the Nortel system.

We have the Nortel Business Element Manager: Version 2.05.0

Just need to make the lines appear on the sets. You then would just choose the line and would not have to dial the 9.
