BCM450 R1 Expansion Cabinet MBM Problem

I am installing a BCM450 that is kicking my telcom butt. At first I could not get an MBM to enable in the main cabinet and had the unit replaced. Now I cannot get an MBM to enable in the expansion cabinet. It is stuck in the enabling state. I have made sure I have the latest R1 patches (System 12) and reconfigured the MBM, reset it, rebooted the system, verified the dips, and still stuck in enabling. I suspect I have a defective expansion cabinet. Anyone have any ideas other than defective equipment?
