BCM450 fax to email, licenses?

I'm getting conflicting information from vendors. I want fax to email for a BCM 450. 1 is telling me that all I need is to buy 4 ports of "fax messaging" and then by some sort of loophole I will be able to use fax to email for all of my users.

The other is telling me I need to buy a "fax messaging" port for each user AND a unified messaging license for each user.

Who is right?

UM for each user that wants to see faxes in emal and just 1 key for fax,this will cover all users.
