BCM400 voicemail down. MSC?

I have a BCM400 that the voice mail has went completely dead. I am thinking the MSC card is what needs to be replaced. Any ideas if this is correct?

Most likely the Base function tray or hard drive. Can you still access the system.

Restart voicemail in "service manager". If you can shut down the system and pull out the base function tray to see if you have the old capasitors (green) they may be bulging like an old battery.
