I would like to program the second PRI to be failover instead of the common 2 pri configuration that has both pri's set to the same Pool. In this config incoming calls will come in on the first channel of the first PRI and calling out will use the last channel of the second PRI. I want to use one pri exclusively only using the second one if over 23 concurrent. Can it be done this way?

I think you meant to say "out will use the last channel of the first PRI".
But anyway the only way I know to do it is to set up the 2nd PRI as an "EXPENSIVE ROUT"
This way if the first goes down are is ever full the outbound calls will roll to the second. Maybe someone can come up with something else.

Oh forgot to add if calls do go out the 2nd PRI then the person will hear a BEEP letting them know that the call is going out an EXPENSIVE ROUT.

Hawks, thank you for the info - the reason I want to do this is: our vendor is offering a 25M pipe bundled with VOIP for CHEAP. We have tried VOIP and have been disappointed with the service. Poor quality, 5 sec delay for a dial tone, echos. Rarely do we get to 24 concurrent calls. I want to use the VOIP circuit strictly as failover, would be more comfortable if there was a "hard code" way to program this other than EXPENSIVE ROUT but will try it and see what happens. This way I can get rid of second pri and save some money.

Yes, PRI main VOIP failover, sorry for the confusion.

Since the Voip use analog trunk ports you need to:
Assign the lines into a pool code (i.e. A)
Allows sets access to A
Assign access code to A (i.e. 82)

Based on if your dest code to grab a PRI trunk is 81 then create another dest code of 82 to grab Pool A.

Dial out 81
Dial out 82 if 81 is busy or dead or if long distance is cheaper etc.
