BCM400 rls 4.0 CBC limits issue

I am dealing with a BCM400 where the CBC limits and CBC metrics are invisible. They don't appear in Business Element Manager or Teleset programming. The customer has 2 PRI's and once they hit the 23 channel mark, all further inbound get busy signals. Anyone have any ideas here? Thanks!

Yeah, I have been there but nothing to view. I am thinking of doing some further patching or starting over with an FRU. I just don't understand why the CBC limits are just not there at all. I want to bump the defaults to 36 channels and leave 12 open for outbound but the 23 channel default in not visible. I looked in pools blocA but the tab is "missing". Weird. I used my EM on three other BCM's and it is there for those.
 
To be sure this is where you looked? Dialing Plan/Line Pools/BlocX/Call by Call
And you only see the DN's tab?

Via Telset - System Programming/DialingPlan/CbC Limits/

Yes, nothing in the CBC metrics area either. I logged in through he telset and there is no show or anything in CBC limits either. I don’t know if restoring a backup to a new FRU will do the same thing. A colleague thinks it might need another MSC card but wonder if anyone else has ever dealt with it before. I have system logs but they are not very useful. Our local loop said that the cause codes are user side. I kept seeing equipment congestion cause code 42. It happens at the 23 inbound channel on any PRI. We originally set the up these limits(36 inbound) but they suddenly slipped away!
