BCM400 Prevent Transfer outside of the system

Can you prevent end users from transferring callers outside of the phone system.

I know we can prevent end users from forwarding their phone outside of the system.

We have tryd the following:

Setting allow redirect to N and they are still able to call transfer out side of the system.
 
Their is no way to stop a user from transfering a call out --- Unless you build a restriction for that user to make no outbound calls but allow 911 and 9911. If the user is transfering out of the mailbox take away outbound transfer in the class of service in voice mail and apply that class os service to his mailbox.
 
yes if the transfer is happening within a users mailbox via outbound transfer. U'd deny it in class of service.
