BCM400- Increase number of available Simultaneous Faxes

I have a Client with Fax Suite and Unified Messaging. They have many Fax Express Message Target Lines and they are getting complaints about the fax calls going unanswered. They show only a 2 fax maximum on the license, but show a hardware limit of 8 ports. They want to utilize all available 8 ports (they have 4 PEC III cards). What additional license do they need to get? They are running a 3/5 split.

I don't believe it can be done. The BCM 50/200/400 only allows 2 ports to be used for fax if I remember correctly. The 450 expands that to 4 I believe.

How come the Hardware Limit is at 8 when you have 4 PEC III cards, but there is no way to use them?
