BCM400 - BCMDetector error message

When attempting to log into a BCM400 via Element Mgr I recieve the following message - 'Detector BCMDetector cannot determine the device type for IP address'.

What does this mean?

Is it a bad user name/password as if it was, I thought a message showing that was displayed?

It means that the system is not ready or the IP address is wrong.
