BCM400 and BCM50 networking

I have a BCM400 4.0 and 2 BCM50's that I am networking using VOIP over VPN. I can call from the 50's to the 400 but I cannot call the 50's from the 400 & I cannot call from 50 to 50. Here are my settings:
50-1 has DN's 4000
50-2 has DN's 3000
400 has DN's 5000
Routing has been set up in each BCM for each BCM. For example, in 50-1: Destination code 4A & 5A use route 001 which uses BlocA which has the VOIP trunks in it.
I have remote gateways setup in each BCM for each BCM. I am using GW type BCM and GW Protocol is None. I have the Default Gateway on each BCM as the normal Default Gateway for the LAN.
I have target lines programmed on each test phone with all settings correct.

When I try to dial from the 400 to the 50's or from 50 to 50, it just sits there and does nothing.

I am clueless at this point.

UPDATE: I finally got it working with some minor changes. However, I do have one question. Why do I have to put my received digits in the Public recieved field to get it to work. Everything works great now but when I remove the Public leaving only the Private it will not work.

You need to have the MCDN keycode on the system in order to have the "private" number field work.
 
That is where my confusion has been. Let me ask you another question, do I need to make the default gateway of the 50's the IP of the 400?

Unless all of the devices are on the same subnet, the default gateway on each BCM should be the gateway of the network that it resides on.
