BCM400 3.7 with Voip trunks

I have 2 BCM400s tied together with Voip trunks and can only make one call at a time, even though I have 6 available Voip trunks, the second call defaults to the local operator. Second issue, when I call the extension at the far end it is programmed to forward to the voice mail box, however it is again bouncing back to the local attendant. One system is programmed with the DID template and the other with the PBX template. Hmmmmmmmmmmm
 
Sounds like a prime set issue on the VOIP trunks and/or target lines. Have you checked all that programming?
 
You need to put them in a line pool and then make the sets access the pool for outgoing calls
