OK, here is the scenario. The BCM is connected via NRS to a CS1000 system, but also has 4 local POTS lines for 911/emergency use. All local and LD calls go out over the NRS and then out the PRIs that are on the CS1000, only 911 calls go out the POTS lines. This is all done with destination codes so the user just dials 9+ whatever number.

The user wants the local and LD calls to go out the POTS lines if the VOIP trunks are OOS without the end users having to dial any special access codes. Is this possible in a BCM? I saw under the desination code schedules that all of the schedules except for normal appear to give you multiple routing options? Would this be where you do this and then set the system to use that schedule all the time?

Yes.
You need to use a schedule.
I would suggest changing the name of schedule 4 to VoIP.
All lines and sets that use the schedule must be configured to use the same control set.
I suggest using a set that is out of the way and seldom used as the control set because "Services On" will always be in the display.
Set the schedule up for "Auto".
Program the start/stop times for the schedule to match, as long as its anything that matches, other than 00:00, the schedule will be active for 24 hours.
Make sure you allow overflow on the schedule.
The schedule will be the first choice for you destination code. If you allow overflow on the schedule, you can use the "Normal" schedule as your overflow. This provides a benefit over using the multiple routes possible within the schedule. The benefit is, when a call overflows to the normal schedule because it can't go out the active schedule, the user will receive a tone and their display will read "Expensive Route" alerting them to the fact that the IP trunks are not available or may be down.
This could be simple or tricky. It will depend on your destination codes and exactly what you need to dial.

Good Luck!

COol, thanks. I have it setup with quite a few destination codes all beggining with 9 so they can send 9911 one way and 9+local/LD the other way. Thanks for the idea on the overflow, I will definitely do that so they can tell when there is a problem.
