BCM Vs AVAYA

I connect a system PBX avaya with bcm 400 like gateway, where avaya is the PBX, and bcm connects with a DTM to a T1 the users take line with the 7 access code,but when the marking of fast way or or they use redial, i.e. from canada dial 7 more extension 1234 of the mexico, then the BCM does not detect third number "3" only detect 124.when they call slowly the call is working without problem some...

The configuration in BCM is T1 parameters:
*CO fail:TIA-547A,
*Interface Level:ISN,
*Framing:ESF,Internal,
*CSU:On,CSU Linebuild:7.5 dB,
*Line encoding:B8ZS,

The Lines in BCM configuration is:
*Type E&M
*Signaling Wink Start

as it will be the correct configuration for the Avaya??
