BCM transfer to extension ringing

Just set up my first BCM 400. Set up auto attendant which works well. When transfering a call to any extension the call goes to that extension but that extension's voice mail box never picks up. The phone rings at least 15-20 times with no voice mail pick up. How do I set the number of rings to get the voice mail box to pick up? On another note the employees would like an all call feature. They would like to be able to press 2 on their phones to make all phones ring in the office when transfering calls. any help will be much appreciated!
 
As for the voicemail issue: has the Forward No Answer been assigned on the sets?

All I can think is to have everyone in a ringing hunt group and transfer the caller to that group for the all active phones to ring.
