BCM secondary line pick-up

I have a question that I hope someone can help me with. On our BCM 400 I have the following set-up for our phones forwarding to voicemail.

Pub OLI 9900
Priv OLI Blank
Fwd no answer 9900
Fwd delay 4
Fwd busy blank
Fwd all blank

I have each phone set-up with two intercom keys with the same extension. I am from the CS1000 world so this is the way that makes sense to me. Anyway when a caller is on a call and a second call comes in from the outside world. The caller can see and hear the beep. If the call is not anwered in 4 rings it goes to voicemail but the user gets plenty of time to ID the call and decide if they want to answer it or not. If the call gets routed through the auto attendant to that extension and someone is on a call, they get one ring before it goes into voicemail. They don't really have a chance to anwer it let alone see who it is before it is gone. If someone calls internally they flat out get a busy signal when there is already one call on the phone. I would like the calls to be able to get 4 rings before they are tranferred into voice mail all the time. Any suggestions would be greatly appreciated.
 
You may want to try the Norstar, BCM forum

The BCM forum not the Norstar forum as there may be a difference between them. Also post the Model and Rls of the system.
