BCM Schedule Overflow Issue

I have a BCM with 2 T'1, 1 from Carrier A and one from Carrier B. I am trying to set up overflow routes using Dest. codes and schedules. I have a Destination code 91 set up using Schedule 5 with Route A and then B. Normal is set to a route with no trunks in it. Time is 0100 and 0100 and is set to Auto and overflow. When I check from the Control set, it shows me service is on. I set the same thing up for Dest. code 9A(wild card) to go to B and then A using Schedule 6. Everything else the same. If I dial 91 and number--ok. When I dial 9A, I get "Expensive route", and I can't see why. If they are set to auto,I do not believe that I have to use Control set to turn them on? My understanding is that you can have 1 schedule per destination code but it does not appear to be acting that way. Thoughts???
