BCM PRI "NO OUTGOING"

It's been three weeks but just happened again. Customer has BCM ( just upgraded to feature pack 1 maint. rls 1 ) PRI : b8zs NI2 , experienced "44" error on set. incoming is fine, takes a reset to get outgoing back. Network finger pointing for 4 months. Prior to this experienced almost every weekend. PRI obviously bouncing outgoing never comes back up.
 
My BCM programming is a little rusty, but you can check to see if there is a business name programmed under general settings and clear it. Ive seen this happen on Norstars with a business name programmed. Also check the OLI# under line access, and clear it out if theres anything there and try it. It sounds like the BCM is configured properly otherwise.
