BCM PEC Cards not being found

I had a BCM with 3.5 software and tried to an upgrade to 3.6 then to 4.0. When i tried this the upgrade told me i had no PEC cards. I tried swapping out with different PEC cards as well as many other things but it still would not see any PEC cards. I believe this had been happening for a long time and we just didn't notice because they do not use Voice mail or IP features. Nortel would not support me because it was 3.5. Before i worked for this company i believe someone swapped out the mother board in this unit. I would say it hasn't worked since then. I tried to use the BIT tool to make the box 3.6 and it still didn't work. I even tried changing the MSC card and that didn't work either. It just keeps saying there are no pec cards installed. The PEC cards are PEC III. Any ideas.
 
Try in config>Resources I think some where there is MSC if you click on it it will say what PEC's are installed.
It could be the upgrade discs,if I remember they expire and to get it to run you have to turn back the date.
Also can you do a F 981 and get a VM prompt?That would say the Pec's are working at least part of one.
