BCM over H323 for Trunks from main site (CSE 1000E)

I need to install a BCM 50 for a new office. The site will get a local pots line for 911 but I want to get the trunks from the main site with the CSE. From the CSE I dial 9 for local and 91 for long distance. How do I set up the dial plan in the BCM to send the entire dialed string back to the CSE and let the CSE route the calls out? The site will have four digit dialing within our current dial plan over H323 network.
 
Build a destination code of 911 and 9911 pointing to the local trunks. Build destination codes of 9A, 91A, 99A pointing to the H.323 route. You'll need to build a separate route to the IP trunks with a type of public to send the calls over the H.323 trunks. You will need to adjust your public dialing prefixes in the BCM to not truncate the digits as you'll be sending the 9. Prefix default will need to be set to 8 or 11, depending on local dialing requirements in your area. You'll want to adjust LD and international as well.

On the 1000E, make sure you have entries in the NRS to point the 9+ calls to the 1000E. Calls should then go out the trunks on the CS1K provided they are provisioned properly to allow tandem calls to pass through.
