BCM Networked to IP Office via H323

Anybody know for certain whether or not this can be done? I can call the IP Office from the BCM, but not the other way around. call trace shows that when I dial a BCM extension from the IP Office, the BCM doesn't recognize the dialed digits and terminates the H323 session.
 
Have you built the Target Lines to direct the incoming digits to the correct extensions?

Yeah, target lines set. I already have the BCM networked to 3 other BCMs, and they all work fine together. But its not liking the IP Office. I know for sure it can be done using a SIP trunk. But you also have to buy a SIP license for the IP Office to do that. H323 is free, but may be not fully compatible with the Nortel (or so I am starting to think).
 
Have done it succesfully and both ends definitely need SIP trunk licenses.
There is a BCM to IPO Interop document that spells everything out. Try looking on ipofficeinfo.com

 
Yeah, I've seen the interop doc, but was hoping I could get around the SIP license by going with H323. Thanks.
