Anyone have an idea what the going rate is for A BCM 400 with 25 7316E's.

Suggestion.
Write your own maintenance RFP. Pay by in service telephone ports only, with updates for new or removed quarterly. The contract should cover everything from the phone to the wall plug including UPS. Including station wiring. This makes it simple. If it is broken, the vendor fixes it free, unless you damaged it or "act of god".
After writing the contract a competent vendor will be willing to bid on the package.
I am in New England where prices can range from $2.50 per port up to $6.00 per month. You need to define your package and not let vendors tell you that you can only ask for their "standard offer".
