BCM H323 with Multi Tech MVP 410

I have a BCM 3.6 with a static public adress and 2 Multi tech 410 at dynamic locations. Can this work?
 
For simplicity of describing what I am attempting. I want the Multi Techs to act as an ip gateway to my 2 remote sites; same as you would with a norstar gateway except the remote ends are partners. I am confident with configuring the dial plans because I had it set up before with the 2 Multi Tech Modem and it worked great. The Static end acted as the IP registrar and the dynamic end resolved to it every few minutes. I am now placing the BCM at the static end and using the Multitecs at 2 different dynamic remote locations.

What I need to accomplish is to:

1. Have the BCM communicate with the Multi Techs and from what I have seen so far from the BCM is that I am forced to use H323 which is fine as the multi techs can do H323 but I can't seem to accomplish this.

2. I need the BCM to act as the registrar in order for the remotes to resolve to it due to the fact they are dynamic.
