BCM Element Manager

I'm trying to load Business Element Manager onto my lap top with the operating system being Windows 7 and it will not take, I'm trying this by directly connecting to a BCM50. What am i missing?

Just to let you know, it should work fine on Win 7. I was able to down load from a newer BCM50 and it works fine on our new laptops. They are Windows 7 Pro.

Install java as well.
