BCM DID calls not going to voicemail?

Problem is I set up phone with DID target line assigned to it. The prime was set for IC with two assigned. I recieve a external call to the first IC. I put first call on hold to recieve another call on the other IC. The problem is if a third call comes in it doesn't go to voicemail. It has a fast busy condition. I tryed putting in FBA to voicemail #, but that caused the second call to come in to the phone to go to voicemail right away. Want it to work if it were a digital phone on a Option Meridian PBXwith two lines one a DID the other a rollover for the DID.

Can you make it work on a BCM?

target line set it to "if busy to prime" and prime the target line to the set
