my customer has a partial T1 connected to this, they have 8 voip lines on this system, they are trying to do a outbound transfer to a cell phone from any phone, f71 does not work, please help

Do you have Line Redirection turned on for that set under Capabilities?

Live transfer or through the mailbox?

When in doubt RTFM (read the friggin manual)

try building a route so you can press transfer an then thier cell number.
