I have bcm 50 that was on release 2 upgraded to release 6 now the system has done a level two reset. My question is do I need to start over and perform 6.0 upgrade again to get the system back to release 6.0

Yes that's right.

When the system was upgraded to R6 the R6 image patch should have been installed as well so prevent this from happening.
