Does the 50 come with DHC enabled at the default

Yes - DHCP is enabled on the LAN 1 and OAM ports. Disabling DHCP globally affects only the LAN ports - not the OAM port. The default address is 192.168.1.1/24.

Thanks biv343, the It department said they think my little box is kicking out ip address, I wasnt sure never put one in before and i never looked at that, Thanks for the help.
