BCM 50 3.0 OLI only 4 digit

It is only letting me set the OLI to 4 digit or less. I am comparing it to my BCM 400 4.0 and everything in the dial plan looks to be the same.
Any ideas???

Look under dialing plan and check that national is selected not local under public network dialing plan.

That was the only difference that stood out to me. I just dont know if that will cause any trouble. The BCM is in Norway.
