BCM 450 dead extension port

I have a BCM 450 with the expansion module. We run both IP and TDM sets on it. I recently had to move some extension to another part of our building. Of the 4 extension that were moved one will not function. However according to my cable testers the line is up correctly, no crossed wires. The line tones back to the system just fine. It will not turn on a phone. I have tried new 7310's as well as 7324's so I know its not the phones. Has anyone else come across this? Thanks.
 
first i would terminate the phone directly to the port to be 100% it is not a cabling issue. Then repunch the pair on the block and make sure the amphenol is plugged in completely and not loose. If none of these fix do not be alarmed it happens. Sometimes there is a bad port, i just move cable to another port and program

card is not disabled? if the card was disabled it would affect all extensions on that module not just 1?
