BCM 450 5.0 setup issues

I am setting up brand new BCM 450, 3 MBM in main caibnet only. They will not enable, I can configure them in Telephony resources, I disable and re-enable then with no sucess. I have tried 2 MBM of each type DTM and DSM 32+ no change. It is keycoded for 40 mailboxes and voicemail seems to be up and running fine, at least the web interface says it is. It is also keycoded for 4 sip trunks, which we are not using at this point. Has anyone ever seen this and how did you deal with it?

I have a stupid question. Did you try installing a digital set on the card.It will show enabling until you put a set on the card.
 
are the dips all on? did u tell it what cards u installed? tried connecting set to dsm?
 
Thanks for your replies so far, yes I have tried 3 different sets and they will not enable. I have been installing BCM's for many years and have never seen this before. I have installed 3 other BCM 450's 5.0 with no issues. I thought maybe it was the sip licences, so I removed all the resources that the SIP phones and trunks use but that made no difference.
 
Are both lights on the MBM green?

I've had a couple where the ribbon cable that connects to the backplane where the modules plug in have come loose preventing the cards from enabling. Open the top cover and have a look. Surprised the heck outta me!
