BCM 400 Release 4.0 MPS and FEPS Error

The bcm 400 on looking at the alarms
i have 2 alarms which are as following,

MPS Error, service diasbled
FEPS Error service diasbled
IP Telephony service disabled

due to this ip phones are not registering,
digital extensions half are working others dead,

What could be the problem
is there a patch for it,
currently no pathcees installed,
