BCM 400 rel 4/0 PRI clocking errors!!!

Have a BCM 400 4.0 that we just cut from analog to T1/PRI change out cards put DTI on bus 7 enable card with a loop back and every thing go right. PRI does not sync D channel unless it is looped back to get D channel to sync and then it runs clocking errors if you unplug or make changes to card config you have to loop in back to sync up. The local carrier and I set up a vendor meet and we found a issue with their network a card issue that run slipping errors Great right so they then started running clean no clocking issues. But we plug back into to BCM will not sync up started having clocking errors again Alarm 327 6 times and then 75 free running we feel we have check setting many times us and windstream but cannot get the slipping to stop. Their office is a DMS 100 mnd settings are NI2 B channel descending clock primary external ISDN and B8ZS. I do get the stange ones.

It sounds to me that the BCM is either configured for the wrong protocal or the carrier has issues with the clocking as the clocking should be primary external for PRI circuits. I think I leave it not to clock for BRI circuits.
Free running errors usually indicate problems with the carrier.
