BCM 400 PRI line provisioning

I have two PRI links on a BCM 3.6 platform. I have two PRI trunks with 19 channels active. The trunks have the line provisioning correctly set on the lines.

The first PRI is set to select the channels descending and works just fine starting at the first provisioned line, skipping the unprovisioned ones.

The second PRI does not, it attempts to grab CH 23 first even though it's set to unprovisioned.

I have just moved the second PRI from Bus 7 to Bus 5, with no other changes.

Any thoughts? Am I missing something? Is there a time lag between setting the line to unprovisioned and the rest of the system respecting that?

OK, Just realized I didn't disable the lines in addition to deprovisioning them - my bad
